PA problem???

I've got a fender PA with 6 inputs. The instruments come out fine, but if I plug in a mic I have to turn the volume up to MAX to equal a guitar on approx. 2. What am I doing wrong? Suggestions? Even without instruments the mic just doesn't send much volume.
