I have an Ovation Pacemaker 12 I bought back in 1980 that I dearly love. It appears to have a neck issue but nothing that is obvious to the eye.
I can tune the guitar and it will hold that tune well. However, if I capo it, say on the 3rd fret, 2 of the strings (B & G) go out of tune sharp while the others stay in tune to each other.
Is this just a neck straightening issue or is it something else?
Also, what's an average cost for straightening an acoustic neck?

Are you sure it's not just the capo causing the problem? capo's are notorious for causing tuning problems, not all capo's fit all guitars well, it's important to pick one that fits your neck profile well.

Yep, I've had the same issue with capo's....if they are too tight they will pull the strings sharp...
But it also could be an intonation issue...

The capo being too tight is a possibility.
Anyone care to recommend a GREAT capo? Which one is the 'Strat' of capos?

I looked at the capo. Didn't notice any grooves but did notice the capo was not very tight. The rubber bar that presses on the string can be rotated into 4 different positions, each one slight thicker then the previous. I rotated it to the next higher one and.... no problem!!!!!
The capo was not even on my mind as the possible cause before all this.
So, again... what is the 'Strat' (or Cadillac if you are not a Fender fan) of capos?

I use a Shubb capo noir, they're about £20 so not the cheapest, i'm lucky in that it fits my acoustic and all 3 of my electrics.
I use a 'G7th' capo - absolute genius... check 'em out here (http://www.g7th.com/). Expensive again, but well worth it... and easy to fit or remove one handed too....
