can anyone tell me where i can get
a floyd rose(or licenced) fixed bridge system
OR any alternatives
i have searched the web with zero hits

I don't understand what you mean by "fixed bridge" here. Do you mean the FR locking tremolo system? I have a FR licensed chrome set from a Washburn A-10 I can sell you cheap.

I'm assuming you're talking about the FR speedloader fixed bridge. The only place I've ever seen it is on an FR guitar. I haven't seen them sold seperately. You may have to just keep an eye out for a used one.

it is the speedloader and its displayed (on the FR WEBSITE)along with the
tremolo systems as a discrete accessory

my guitar has no cut out so i cant fit a tremolo system
butchering the git is not an option

are there any other fine tuning bridge sytems or is it
floyd rose or nothing?

This >Hipshot Trilogy (http://www.stewmac.com/shop/Bridges,_tailpieces/Electric_guitar,_non-trem_tailpieces/Hipshot_Trilogy_Bridges.html)< rig has A lot of functionality that you weren't looking for, but at least they claim it will install in a Strat without additional routing.

I also found this cool >ABM Headless (http://www.allparts.com/store/guitar-bridges-for-non-tremolo-guitars-sb-0350-010,Product.asp)< setup, but it's uber expensive!

The chrome licensed FR I have was removed from a Washburn A-10 Stage Series Re-issue when I changed it to gold hardware. That would definitely require some serious wood working to install. PM me if you're interested anyway.
