Do you mean an effects board or a single pedal/system (e.g. one dedicated to delay, distortion etc), and if its the former, what particular effects and sound (e.g. warm, electronic etc) would you like to have on it?

Hi...I strongly recommend you check out eBay. http://www.ebay.com/ I just bought a Boss GT-3 (retail around $450.00 for $220.00 I'm sure they would have plenty of quality items in your price range! Good luck.
