I'm not sure what you are asking here? do you want to know whether we think its better to have a nice guitar and crap amp, or a crap guitar and nice amp? I'm not sure I quite understand.

If your playing in high distortion, I would perfer a better amp than guitar. If clean, then vise versa.

a first act guitar through a bogner would sound much better than a $3000 gibson or prs through a rogue amp

thats true, in order to really get themost out of a high end guitar, you need to be playing through a nice amp...a bad amp can sound bad with even the nicest of guitars, whereas any decent guitar can sound good through a good amp

I dont know about all of this talk about good amps. But heres how i figure it, the guitar is the actual instrument so i thnik its more important than an amp. i would rather be at home practicing with a guitar and not an amp rather than an amp and no guitar

If we're discussing electric guitars here, then the amp should be your first consideration when 'it's time to move up'. To get really great tone, you need to pay careful attention to all of your gear, but I think the key element is the amp. That may sound strange coming from someone who has 11 guitars, and 3 amps, but the fact is; I can appreciate the differences in my guitars because I have some great amps. A bad-sounding amp is going to sound bad regardless of what guitar you plug into it.
