Here's the cheapest I found quickly,
Behringer combo (http://www.musiciansfriend.com/srs7/g=guitar/s=electric/search/detail/base_pid/519750/)
Almost every brand has their own starter pack of some kind. Epiphone, Squier, Ibanez, and Peavey are brands (of both amps and guitars) I'd recommend 1st though. Just try not to go too cheap...like Wal-Mart toy store department. If it comes to that, I'd say just go hang out at a guitar or pawn shop for an hour every other day or so, playing your crudest attempts at music.
And you've already found a good place to start with tips on learning to play...lessons for free or lessons with sound for a $5 subscription. Click the lessons link above on this page.

Actually, for a ****ty starter amp, that one you've linked has pretty good tone. I mean, next to a real amp it obviously sounds like feces, but next to the other practice amps I've heard it sounds pretty damn good.

i'm new too, and i bought my guitar from Zager Guitar...on the internet at Zagerguitar.com these are relatively inexpensive (under $500) but very nice. Mr Zager (you old folks will know him from the duo Zager and Evans who did "In the Year 2525" back in 69.... Anyway he takes guitars and does some work on them installing what he calls the EZ-Play system its nothing more than setting up the guitar to make it easier to play. I am lefthanded and bought a left-handed WashburnD10ce They Guarantee the instrument for your lifetime i'm not a shill, but a newbie just learning who did lots of research and whatever you pick; at least check these folks out
do something nice for yourself today

If you want something really cheap, you can probably find one of those Fender/Ibanez starter kits in a local music shop (or even at Walmart, is there anything that place doesn't have?).
