So I've got a guitar. I know 8 or so chords, and can string together 2 or 3 to play Heart of Gold. But where do I go from here?

You might want to try Amazon and get a Neil Young Songbook. Most of his stuff is not too complicated and sounds great !
The Needle and the damage done is a great song to pick.
I could tab it out as a video lesson / tutorial if it would help. I cant sing it but I can do the guitar part !

Search for some tabs. Most pop songs only have 4 or 5 chords in the whole song!!!
You could start learning your scales, or learn more chords, the possibilities are endless.

Anything by Gary Rossington (Skynyrd) or Neil Young would be great. I just need to learn to apply what I know in a way better than "strum this one for a minute, then change to that one."

Gary is a great guitarist, and even more impressive considering he started out as a drummer. It will take you a while to fully grasp his stuff. Neil will be a little easier.
Like Doc said - Amazon for the books (I'm about the same on the singing part too).

The blue scroll menu on the right lists all the songs/tabs for virtually all of Neil's stuff. Most of them are pretty good.
